What is Cap and Trade? The goal: To steadily reduce carbon dioxide and other greenhouse gas emissions economy-wide in a cost-effective manner. The cap: Each large-scale emitter, or company, will have a limit on the amount of greenhouse gas that it can emit. The firm must have an “emissions permit” for every ton of carbon dioxide it releases into the atmosphere. These permits set an enforceable limit, or cap, on the amount of greenhouse gas pollution that the company is allowed to emit. Over time, the limits become stricter, allowing less and less pollution, until the ultimate reduction goal is met. This is similar to the cap and trade program enacted by the Clean Air Act of 1990, which reduced the sulfur emissions that cause acid rain, and it met the goals at a much lower cost than industry or government predicted. The trade: It will be relatively cheaper or easier for some companies to reduce their emissions below their required limit than others. These more efficient companies, who emit less than their allowance, can sell their extra permits to companies that are not able to make reductions as easily. This creates a system that guarantees a set level of overall reductions, while rewarding the most efficient companies and ensuring that the cap can be met at the lowest possible cost to the economy. The profits: If the federal government auctions the emissions permits to the companies required to reduce their emissions, it would create a large and dependable revenue stream. These financial resources could be used to achieve critical public policy objectives related to climate change mitigation and economic development. The federal government can also choose to “grandfather” allowances to the polluting firms by handing them out free based on historic or projected emissions. This would give the most benefits to those companies with higher baseline emissions that have historically done the least to reduce their pollution. What Would a Successful Cap-and-Trade Program Look Like? The goal: To limit the rise in global temperature to approximately 2.0 degrees Celsius (3.6 degrees Fahrenheit) above pre-industrial levels by 2050 by reducing carbon dioxide and other emissions from companies as part of a larger plan for curbing global warming. The cap: To achieve this goal, the U.S. government should steadily tighten the cap until emissions are reduced to 80 percent below 1990 levels by 2050. Businesses would have to obtain permits entitling them to emit a certain quantity of carbon dioxide or its equivalent in other greenhouse gases. All permits would be auctioned off by the government. Emissions permits in the near term would likely fall in the range of $10 to $15 per metric ton of carbon dioxide or its equivalent. The trade: Companies unable to meet their emissions quotas could purchase allowances from other companies that have acquired more permits than they need to account for their emissions. The cost of buying and selling these credits would be determined by the marketplace, which over time would reduce the cost of trading the credits as trading becomes more widespread and efficient. The profits: Initial estimates by the Congressional Budget Office project that an economy-wide cap-and-trade program would generate at least $50 billion per year, but could reach up to $300 billion. Approximately 10 percent of this revenue should be allocated to help offset costs to businesses and shareholders of affected industries. Of the remaining revenue, approximately half should be devoted to help offset any energy price increases for low- and middle-income Americans that may occur as a result of the transition to more efficient energy sources. The other half of the remaining revenue should be used to invest in renewable energy, efficiency, low-carbon transportation technologies, green-collar job training, and the transition to a low-carbon economy. Some resources should also be invested in the energy, environment, and infrastructure sectors in developing nations to alleviate energy poverty with low-carbon energy systems and help these nations adapt to the inevitable effects of global warming. Revenues from the permit auction would essentially be “recycled” back into the economy to facilitate the transition to an efficient, low-carbon energy economy and ensure that consumers are not unduly burdened by potentially higher energy costs. Now here is the problem: Coal which is the worst polluter provides about 1/2 of our electricity which means those power plants either have to convert to some other power source or buy carbon credits which of course they will pass the cost onto the consumer. Solar & wind power which is the cleanest only provides about 5% of our power and is a decade or more away from being a major provider. Nuclear energy which is about the only source of power available that can readily replace coal, oil & natural gas the liberals don't want anything to do with. What I'm getting at is the reason that God provides for giving everyone a different language at Babel. Millions of people in the US are losing their houses; many millions more are still without affordable health insurance. Meanwhile the big Wall Street banks have accepted enormous financial bailouts from the government, and yet they're still not making easy credit available to individual consumers and small business owners who need it. It's also unclear, so far, that the US government will be able to overcome the resistance of the big oil & coal companies and enact a good program to curb global climate change. So all Americans - religious believers and atheists alike -- face some really important political challenges and political and economic problems, and the futures of our children and grandschildren depend on meeting and solving those problems well. But we are scattered in confusion -- so just because of speaking many different languages, but because we belong to dozens of different religious denominations -- or in some cases to no religious faith at all. The unemployment rates keep rising, and the banks keep getting money from the government without providing credit to people who need it -- and we're permanently divided & impotent because of our disagreements over religion. Is this a new Babel, perhaps? The U.S. food supply is wonderfully cheap, but toxic in the long term. 1/3 of the U.S. population born after 2000 will get early onset diabetes. Global human reproduction and resource consumption rates will have to be reduced in a sharp and sustained way if our species is to survive. Achieving this will require an unprecedented level of individual and international cooperation and the end of consumer capitalism. Before that happens The Global Plutocracy will have to be brought down. Before we can even begin to bring it down we must understand that it's history must be measured in centuries and millennia not days, months or years. How could slamming any P.O.T.U.S. or lib/con bashing help us with that? Addressing these issues in the philosophy section of YA or the history section or the economics section won't do anything to inspire political action. When have you ever heard of a philosopher's or historian's or economists revolution? What we really need is an evolution. I am not a 27 year old virgin. I do not live with my parents. I make a living which is, by the standards of the metropolitan area I reside in, very healthy. I say this to put my situation into perspective... Despite graduating from college with high marks, I am stuck in a dead end job with no realistic chance of promotion (financial services related). My job band is low, and I cannot, by any stretch of the imagination, call myself a "professional". As a result of a combination of bad luck and personal mistakes, my resume is...spotty. The recent financial crisis has underscored how terribly low I am on the totem pole. As we approach an improvement in the economic climate, I want to change this situation, I am incredibly hard working, relatively intelligent and and charismatic when I need to be. I've never managed to make the swing from having my bosses regard me as "friendly" and "trustworthy" to a trusted friend, and I feel this has slowed chances of career advancement. Overall, I actually do a terrible job of impression management, which is ironic given that I work in, and exceed at sales. I want to change careers entirely, or advance within my field. The latter option is unlikely, I work for a company where memories are longer than I consider reasonable. A minor unprofessional instance from two years and three promotions in the past was cited at a recent interview for a promotion, and I suspect that I've made mistakes I will never live down. This seems to be the norm for my industry, and I've worked for most of the major names, limiting the options for changing companies. This leaves me with the option of changing careers entirely. Starting over at the bottom in a new field would be difficult given my age (27) and I'm not certain I could afford to drop down to whatever the entry level wage is even if I could get hired on in another field. Basically, I'd need to segue into something else at a relatively advanced level. Does anybody have any suggestions? Currently, the best I've been able to consider is to return to graduate school, obtain an MBA and bury a few years on my resume while I'm working my way through school, emerging with a credible skill and an explanation as to why I was stagnant in my current position. This sounds like a hassle and I'm not certain that an MBA will pay off or that I won't experience the same issues elsewhere. American is in social, political, and environmental chaos. How will we survive? Political and social chaos has been with us for a very long time. Given the revolutions of the past and present, class warfare, and scheming of those seeking power, the human race has shown a remarkable resilience and managed to survive thus far. The new factors in the equation of the balance of mankind and the rest of nature are the technological advances that have changed how political and social chaos can develop, and the advances in industry that have the potential to inflict serious environmental alterations. Threats of nuclear war, biological catastrophe, and climate change now bring into question as to how humanity can continue to survive. Personally, I think that with the growth of true threats to survival, there has been growth of human ingenuity as well. We have yet to release a Frankenstein's monster of technology upon the world. Despite the stockpiles of nuclear weapons, there has been no global warfare. Medical research is in a renaissance of advance. Climate change remains a concern, but I believe that we are an adaptable species, as we have adapted before and will again. The larger question is how will humanity survive, which is what is asked. It's very likely that the resources of today may no longer be available in a century. But consider the resources available today that were not available a century before. As stated before, we are an adaptable species, and when one window of resources closes, it's likely that other windows will be openable. Of course, the speed that everything progresses at has increased. Will we be able to adapt in time? Perhaps not for a lot of us, but consider that in the 14th century, the Black Death wiped out over a third of Europe's population. Yet Europe survived and prospered. We may again have a catastophe that has similarly devestating effects, but I feel confident that after the catastrophe, humankind will prosper. Why do I place this faith in humanity? Because I must. Without the belief that we will continue to grow and overcome the pains of social chaos as we mature as a species, we might as well not have any faith at all. I'm not talking religion (although that may or may not be a part in its current forms), but simply the same belief that we will survive just as much as the sun will rise the next day. Peer review for climate publications, even by eminent journals like Nature or Science, is typically a quick unpaid read by two (or sometimes three) knowledgeable persons, usually close colleagues of the author. It is unheard of for a peer reviewer to actually check the data and calculations. In 2004, I was asked by a journal (Climatic Change) to peer review an article. I asked to see the source code and supporting calculations. The editor said that no one had ever asked for such things in 28 years of his editing the journal. He refused to ask for source code; the author refused to provide supporting calculations. Out of my involvement, the journal ended up with a new data policy, which was all to the good. But there is nothing at the journal peer review stage in climate publications which is remotely like an audit. It's my view that this is all the more reason why source code and data should be archived. There is a great deal of public misconception of the forms of due diligence actually carried out by the IPCC. Although the IPCC and similar agencies have many meetings and committees (usually in nice places), they do not carry out any audit or verification activities. While this has long been known by insiders, it was recently admitted in written answers, see especially questions 30-40, by Michael Mann to the US Senate in fall 2003. Back when paleoclimate research had little implication outside academic seminar rooms, the lack of any adequate control procedures probably didn't matter much. We've got the crowd that says that natural variability is offsetting warming - which is basically an admission, but who's counting?
